The Petroleum Equalisation Fund (Management) Board is a parastatal under the Federal Ministry of Petroleum Resources. Ever since inception, the Board has promoted high ethical standards in its dealings as a responsible public service organisation, and is specifically committed to Integrity, Service, and technology.Headed by Ahmed Bobboi, PEFMB, has the mandate to reimburse oil marketing companies for any loss sustained by them, solely and exclusively as a result of the sale by them of petroleum products at government approved prices in Nigeria.Bobboi is a graduate of University of Maiduguri and hails from Mubi, Adamawa state, a North-Eastern State in Nigeria. He has a Bachelor of Science in Political Science and Administration, a discipline that rubbed off on his unparalleled administrative skills of over 20 years-experience in the oil and gas industry.A liberal boss to his followers, Bobboi has moved the organisation to a higher level by encouraging teamwork among the staff members. He encourages them on self-development; acquisition of new skills, knowledge, discipline, etiquette and organisational culture.
The Board under his leadership has continued to explore and establish programmes to support the Federal Government’s drive for job creation and establishment of small and medium scale businesses. The Board has also worked hand-in-hand with other government agencies such as National Information Technology Development (NITDA).With NITDA, his Board has been able to source for required technology standards and regulations. Also, the Board has enjoyed the cordial relationship with NYSC, for human capital development and Interns and National Bureau of Statistics on petroleum products statistics and data management.
Ahmed Bobboi began his Public Service career as Administrative Officer II with the defunct Gongola State Civil Service in 1982 and proceeded to the Federal Polytechnic, Mubi where he rose to the rank of Principal Assistant Registrar (Head, Students’ Affairs Section). He joined the Petroleum Equalisation Fund (Management) Board in 1997 as a Chief Officer. He also at various times, served in different capacities at the Board until he was appointed Ag. Executive Secretary in February, 2016.Under the leadership of Ahmed Bobboi, the Board has continued to enjoy mutual and beneficial industrial harmony with all Unions in the industry, both at the local and national levels.
Also, under his supervision, PEFMB has partnered with stakeholders in ensuring effective distribution of petroleum products for sustainable development. With his wealth of experience in the industry, he has been able to maintain and improve good relationships with stakeholders, especially in the downstream sector. In the same vein, the parastatal has created a cordial relationship with marketers. This is so, because PEMFB, has been an open book to marketers; as a transparent organization, for the timely reimbursement of marketers’ transportation claims.On his insistence, PEMF has been a responsible, accountable and efficient parastatal facilitating the distribution of petroleum products nationwide at approved prices. This improved relationship with relevant stakeholders has resulted in the smooth running, distribution and availability of petroleum products nationwide.Under Bobboi, PEF(M)B has secured the approval of the Federal Executive Council (FEC) for the procurement of Automated Fuel Management System and Sensor Network Solution.
The Solution will enhance delivery, monitoring, and management of downstream petroleum products nationwide. Furthermore, this will ensure credible reporting for the Federation Accounts Allocation Committee (FAAC) by eliminating discrepancies in daily consumption volumes of petroleum products. The system is intended to serve as a data repository for other organisations, national planning and economic development of the nation.He has attended several local and international conferences and trainings. He is on the Boards of Petroleum Equalisation Fund (Management) Board and Petroleum Products Pricing Regulatory Agency (PPPRA).Alhaji Ahmed A. Bobboi has won numerous awards such as; Commendable Leadership in the Public Sector in 2018 Award by Texem-UK, Arewa Journalists Award, BusinessDay Award for Outstanding Leadership, Sardauna-Azikiwe National Unity Award, National Hydrocarbon Award by the Ministry of Petroleum Resources, Friend of the Union Award by PENGASSAN, NITDA Governmental Digital Service Award: eGov Award, Best MDA (Recognition for compliance to NITDA clearance policy), amongst others.
